Liderar con Integridad: La Huella de un Exalumno del Colegio Rochester en la Sostenibilidad Global

Rodrigo Suárez Castaño – Promoción 1994

Ingeniero ambiental y sanitario, administrador ambiental y de los recursos naturales, con especialización en Gestión Pública e Instituciones Administrativas, y estudios en gestión de calidad del aire, hidrocarburos no convencionales, negociación de cambio climático y resultados basados en el mercado, Rodrigo Suárez Castaño ha dedicado más de 24 años al desarrollo de políticas y estrategias para enfrentar la crisis climática desde distintos sectores.

Ha liderado programas nacionales como la Estrategia Colombiana de Desarrollo Bajo en Carbono, el Climate Public Expenditure and Institutional Review (CPEIR) y proyectos de adaptación al cambio climático en regiones estratégicas como La Mojana (con fondos del Adaptation Fund) y Chingaza–Sumapaz–Guerrero (con recursos del GEF). Fue también punto focal ante la CMNUCC en temas de Mecanismo de Desarrollo Limpio (CDM) y la Red de Tecnología Climática (CTCN), y fue miembro alterno de la Junta del Fondo Verde del Clima.

Desde el Ministerio de Ambiente fue responsable del diseño, estructura y enfoque de las Contribuciones Nacionalmente Determinadas (INDC) de Colombia y de la creación del Sistema Nacional de Cambio Climático (Decreto). Además, lideró la formulación técnica de la Política Nacional y de la Ley de Cambio Climático, que está próxima a ser aprobada.

A lo largo de su carrera ha contribuido al desarrollo de instrumentos técnicos y normativos relacionados con mercados de carbono, impuestos al carbono, mecanismos de mitigación, adaptación, financiamiento climático, límites de emisiones, calidad del aire, ruido ambiental y metas basadas en ciencia para sectores y regiones.

Rodrigo destaca que su capacidad para asumir responsabilidades, tomar decisiones bajo presión, resolver problemas y generar soluciones innovadoras tiene profundas raíces en los valores y experiencias que vivió en el Colegio Rochester.

Fue arquero de los equipos de fútbol desde Benjamines hasta Mayores, y recuerda cómo el deporte lo formó en resiliencia y trabajo en equipo. También resalta la influencia de profesores como Orlando Ospina, Mauricio Neira y Mariela, quienes lo inspiraron a liderar con empatía y ética.

“En el Colegio aprendí que la integridad no es negociable, que el liderazgo requiere vocación de servicio y que cada reto es una oportunidad para hacer las cosas bien”, afirma.

Hoy, desde su rol como líder de la práctica de clima y sostenibilidad para Latinoamérica y el Caribe en Marsh McLennan, Rodrigo continúa aportando a un futuro más justo, resiliente y sostenible. Su mensaje para las nuevas generaciones del Colegio Rochester es directo:

“Prepárense para un mundo complejo. Lideren con empatía, con carácter y con visión. No olviden que desde lo técnico y lo humano podemos transformar realidades”.

Leading with Integrity: A Rochester School Alumni's Footprint on Global Sustainability

Rodrigo Suárez Castaño – Class of 1995

Environmental and sanitary engineer, environmental and natural resources administrator, with a specialization in Public Management and Administrative Institutions, and studies in air quality management, unconventional hydrocarbons, climate change negotiation, and market-based results, Rodrigo Suárez Castaño has dedicated more than 24 years to developing policies and strategies to address the climate crisis from multiple sectors.

He has led national programs such as the Colombian Low Carbon Development Strategy, the Climate Public Expenditure and Institutional Review (CPEIR), and adaptation projects in strategic regions like La Mojana (with funding from the Adaptation Fund) and Chingaza–Sumapaz–Guerrero (with support from the GEF). He was also the focal point to the UNFCCC on Clean Development Mechanism (CDM) and Climate Technology Network (CTCN) issues, and served as an alternate member of the Green Climate Fund Board.

While at the Ministry of Environment, he was responsible for the design, structure, and approach of Colombia’s Intended Nationally Determined Contributions (INDC) and the creation of the National Climate Change System (Decree). He also led the technical development of the National Climate Policy and the forthcoming Climate Change Law.

Throughout his career, he has contributed to the creation of technical and regulatory tools related to carbon markets, carbon taxes, mitigation mechanisms, adaptation, climate finance, emission limits, air quality, environmental noise, and science-based targets for sectors and regions.

Rodrigo emphasizes that his ability to take responsibility, make decisions under pressure, solve problems, and generate innovative solutions is deeply rooted in the values and experiences he lived at Rochester School.

He was the goalkeeper for the soccer teams from Benjamins to Seniors, and recalls how the sport helped him develop resilience and teamwork. He also highlights the influence of teachers such as Orlando Ospina, Mauricio Neira, and Mariela, who inspired him to lead with empathy and ethics.

“At school, I learned that integrity is non-negotiable, that leadership requires a vocation for service, and that every challenge is an opportunity to do things right,” he says.

Today, in his role as leader of the climate and sustainability practice for Latin America and the Caribbean at Marsh McLennan, Rodrigo continues to contribute to a more just, resilient, and sustainable future. His message to future generations at Rochester School is clear:

“Prepare for a complex world. Lead with empathy, character, and vision. Don’t forget that from both the technical and the human side, we can transform realities.”
